nope… it has absolutely NO EFFECT on the speed, in terms of processing and the way that computers process data there is no difference between the most colorful background and a black background… in the new Vista option you are able to set a VIDEO as your background! That might slow it down just a tiny bit but even that most likely will not have a noticeable difference unless you are really running a specific benchmark… so no, tell your mom she’s very wrong…
you do use pc capacity to load and maintain a display; the question is how much capacity are you using? and this is hard to predict.
I suggest you run a test as is and with a plain blank background and see for yourself. Nothing beats hard data.
