it depends on the kind of glue you used. Sometimes TSP works (it’s a wall cleaning/treating fluid used prior to installing wallpaper), Goo Be Gone is pretty good stuff too, works on adhesive remnants and should soak through the paper once the top layer of wallpaper is removed.

A steamer and a scraper.
If nothing else, use an old hand towel (one you’re not afraid of throwing away afterwards) soaked in water. Put the wet towel on the border and press it with your iron for a few seconds. Once the the border is ‘steamed’ scrape it off. You might have to patch and sand a little afterwards, but if it’s just a border, it shouldn’t be too bad. Your iron will get covered with stuff, but it should be easy to clean off.

You can buy a special product ( liquid that you mix with warm water) to remove the border at your local paint store. I just finished using some on a whole room covered in wallpaper. If you can peel off the surface of your paper and roll the solution on the backing that remains on the wall. Let it sit for a few minutes then remove gently with a putty knife. I would use a plastic putty knife. Your less likely to scratch the wall then. Since it is just a border it shouldn’t be much work.
I tried the fabric softener with warm water, it did not work as well as the solution I purchased.

Use fabric softener. Sounds crazy, I know but it really works! Mix a little bit of warm water in with the fabric softener and use a sponge to wet the wallpaper and let sit for a minute. If you are doing a lot of wallpaper, then you may want to consider purchasing a wallpaper scorer. You can find them in the paint department, and it will put tiny holes in the wallpaper to allow the fabric softener to get behind the paper and help to remove the paper a bit faster.
You do not need to purchase the expensive fabric softener either, the cheap stuff will work just fine. Not only will this method remove your wallpaper cheaply, it will leave your room smelling really good too!

Use a scoring tool, called the paper tiger. It makes tiny holes in the paper. Then you can spray on the wallpaper remover. You can buy the commericial kind at Home Depot, or, mix fabric softener and water, 50/50, in a spray bottle. Works great. In a few minutes you can peel the paper right off!
