Call your local private contractors (usually found in the want ad sections of the local newspaper) and ask for their going rates. The rates are going to vary, depending on the town size, availability of work, etc. You might also check with your local Lowe’s or Home Depot centers. They usually have contractors available for this type of work. If they want to come out and give a free estimate, just tell them that you’re just trying to get a ballpark figure to start saving the money and don’t want to waste their time. You’ll call them for an estimate when you figure you have enough money together to contract them.

Wallpaper you charge by the roll ($16-22) plus what you think it costs to prep, say $25 per hour and mark up your supplies 30%.
You know the market better then me, but $200-250/day is pretty cheap. Painting; same pricing as prep for indoor jobs, outdoors just charge $300/day make sure you get a contractors discount on the paint, then charge the people what the store charges retail.
Do not just charge $12-15/hr you can get more working for Someone Else’s Business!

On wallpaper the going rate is 22-25 per roll please keep in mind the each bolt of wallpaper has (2) rolls per bolt=== thus it would be $44 – 50 per bolt, this is what my independent installers charged to sub -contract jobs

its hard to just put a rate on decorating, it all depends on the wall surface texture and removal of old paper etc. just take a look at the job and try to estimate the time it will take to do and rental of equipment you may need. then maybe come up with a day rate plus expenses.
It will get easier to estimate with time and experience
