Its very easy as you are about to use a multi color effect ,just use simple step ….

and wow there you have it
by the way if its a movie clip then simply use Micro softs movie maker and you will find transitions and effects in the tool bar use hue and saturation place the clip on the time line can easily use still images too all you need to do is import the file which ever you desire and place it in movie makers collections after wards put that on time line and use your desired effects ……………….but hue and saturation is the tool to change color perspectives as one requires ……..
try a filter.
or find a poster with tape on it, and save it.
select it with the magic wand tool, and drag it to where you want it to be.
and then do some touch ups and there ya go!
