Easy fix:
With you logged in as administrator, set up your machine exactly how you’d like it (theme and everything).
Go to c:documents and settingsadministrator and CTRL+A to select all and CTRL+C to copy everything.
Now open the default user folder (if you don’t see it click Tools>folder options>View and and make sure show hidden files and folders is ticked)
Open the folder and press CTRL+V to paste everything you just copied
Click Yes to overwrite everything.
Now all the accounts (and new accounts) will look the same (with the theme you want).
