The walls may have been panels of Masonite (like a pegboarboard or clipboard. That does take paint well usually, but if it is “fuzzy” you either still have wallpaper paste there or the top layer of panel has come up.
I want to say it can be sanded smooth, but it really depends on how badly it is damaged.

It is probably paneling. I’m going to say you could paint over it…but you are going to need to load the primer on it first. Good luck!
